An Asbestos Management Plan (AMP) is mandatory under the Health and Safety at Work (Asbestos) Regulations. Health and Safety at Work (Asbestos) Regulations 2016 is a working document, created for registering identified asbestos containing products and the details of how these will be managed in a property. It ensures that people in control of a building or workplace are able to take measures to minimise the potential risk of exposure to inhabitants from airborne asbestos fibres.
The AMP must contain clear information about all asbestos containing items identified on the property including where they are located, so that they can be managed safely. An AMP is designed to prevent asbestos exposure to occupants of workplaces, tenants and visitors to a property. It is a mandatory requirement under the Health and Safety at Work Asbestos Regulations and is monitored by Worksafe NZ. Simply put, the Asbestos Management Plan is there to ensure that the property does not cause a risk to any inhabitant leading to serious life-threatening illnesses. It must be up to date and readily available for all workers and contractors who work in or on a building that contains asbestos.
An effective asbestos management plan includes
An asbestos register which identifies the type, condition, location, and accessibility of all asbestos materials
Clear item location indicators such as photos and maps
Material risk assessments for each asbestos-containing material to determine what should be prioritised for removal first
Decisions about management options, such as whether to remove or monitor asbestos, and the reasons for those decisions
Responsibilities of those who will take charge of implementing the plan
Training arrangements for workers and contractors who will work with or around any asbestos materials
A procedure for review of the plan, risk assessments and the asbestos register
Your asbestos management plan needs to be clear and unambiguous, so that all the controls implemented to prevent exposure to asbestos are able to be fully and correctly implemented.

If you are a Person Conducting a Business or Undertaking (PCBU), or in charge of a workplace that contains asbestos containing items, you must have an asbestos management plan which complies with the Health & Safety at Work (asbestos) Regulations 2016. In regard to a PCBU (Person Conducting a Business or Undertaking) - an ‘undertaking’ covers not-for profit organisations like schools, charities and government departments. A PCBU could be a building contractor, building owner or lead contractor on either a commercial or residential construction site. As a PCBU, you have a responsibility to provide a safe working environment. Given asbestos is the number one workplace killer in New Zealand, there are stringent controls and legislation governing its management.

Identify Our BOHS internationally qualified surveyors will locate suspect items, test and sample them to determine whether asbestos is present, or presume items that are likely to contain asbestos. All the relevant information is then recorded within an Asbestos Management Survey report.

Create With the information and assessment of asbestos materials from the survey report, an Asbestos Management Plan is then created, containing best practice recommendations for how you should consider managing the asbestos materials. We provide the AMP in PDF format with versioning to ensure document control. Recommendations must be based on experience and fully meet the level of controls necessary to protect the occupants of the property for it to meet legal obligations.

Review When the plan has been put together for you, it is ready for you to review. We can make changes requested and help you arrange any additional information required, such as; those individuals that hold specific duties or other responsible persons, permits to work, training requirements, registers and any additions that will help you manage asbestos materials most effectively.
Remember the AMP must suit the specific requirements of the Business or Undertaking so the controls and recommendations must be fit for purpose.
What to do when you've got the plan
You must have your asbestos management plan available for anyone who requests it, or will be working on or around asbestos materials identified within it. A contractor might ask if you’ve had a material tested for asbestos before they will work on it, you must be able to show them your management plan to let them know an item has been tested for asbestos and the result of the analysis.
The plan needs to be reviewed periodically when required. In New Zealand the Health & Safety at Work (Asbestos) Regulations 2016 state “you must review the asbestos management plan every five years”. The management plan must also be revised when controls are reviewed, additional items are located, or when changes occur to those materials such as removal, remediation, or repairs.
